Aboveground Storage Vessels Safety Program Updates

TCEQ will provide updated information about the requirements of 30 Texas Administrative Code Chapter 338, Aboveground Storage Vessel Safety Program, which implements Senate Bill 900 passed during the 87th Legislative Session.

The new program applies to certain aboveground storage vessels that have a capacity of 21,000 gallons or more and are located at a petrochemical plant, petroleum refinery, or bulk storage terminal. The regulations identify the safety standards required by the statute and the entities regulated.

The program is intended to provide protection of groundwater and surface water resources in the event of an accident or natural disaster. Owners or operators of ASVs must register with TCEQ and pay the annual registration fee by September 1, 2027. TCEQ will discuss the compliance, certification, and registration requirements and deadlines for the program; the new registration portal in STEERS; outreach plans; and the finalized guidance document.
